Bring a friend, have a drink, and hear from Springfield City Manager Nancy Newton on housing related issues impacting our community and your business!

Nancy is an experienced local government executive who is skilled in financial management, administration, policy analysis, organizational development, and equity and inclusion. She is a positive, results-oriented leader with an Executive Master of Public Administration from Portland State University. She also holds a Bachelor of Science degree in Management and Organizational Leadership from George Fox University.

Her passion is public service and finding creative ways to address organizational needs. Nancy adheres to the servant leader philosophy, which focuses on the growth and well-being of people and the communities to which they belong.  

Nancy worked in the non-profit sector before working for the Clackamas County Commission on Children and Families, where she worked to help keep youth out of the juvenile justice system. While at Clackamas County Nancy worked on several special projects:  she helped develop and was a trainer for the County’s “Building Connections” diversity, equity, and inclusion program; she drafted legislation requiring evidence-based practices in youth programs; and she was a facilitator for the nationally recognized “Complete Communities” community engagement program.

Nancy worked for Clackamas County for 17 years in progressively responsible positions serving as Assistant to the County Administrator, Deputy County Administrator, and Interim County Administrator before transitioning to Sacramento County, California where she was appointed Assistant County Executive/Chief Operating Officer. While in Sacramento, Nancy led the 2020 census outreach countywide using a network of local nonprofits, which was later proposed as a model in California for statewide census outreach.

Her appointment in 2020 to City Manager for the City of Springfield, Oregon began during a tumultuous time. The worldwide pandemic COVID-19 required stay-in-place orders from the Governor, civil unrest from the death of George Floyd created demonstrations internationally and the massive Holiday Farm Fire in the Willamette National Forest just east of Springfield burned more than 173,000 acres requiring community evacuations. Nancy navigated these issues in a collaborative, compassionate manner while ensuring City maintained service delivery.

Nancy has an extensive volunteer history with various agencies such as United Way, Dress for Success, and the U.S. Department of Housing and Urban Development Point-in-Time Housing and Inventory Count. She has served on several boards of directors including the Springfield Community Development Corporation, Springfield Area Chamber of Commerce, United Way California Capitol Region, Technology for Teaching, and the Alumni Board of Directors for George Fox University. Nancy has also been a presenter, advisor, and mentor to MPA students at Portland State University Hatfield School of Government. She is a Credentialed Manager candidate for the International City/County Management Association.

Nancy lives in Springfield, Oregon with her husband Steve and their very spoiled Australian Labradoodle Scout. She enjoys reading, cycling, creating music and artwork and attending cultural events.
